2. organization structure
The highest authority of the Association is the National Congress of Members, held every four years. In accordance with the "Regulations on the National Pollution Source Census" and the "Notice of the State Council on Carrying out the Second National Pollution Source Census" (Guo Fa [2016] No. 59) spirit, the association participated in undertaking the Ministry of Environmental Protection's "Second National Pollution Source Census Printing Industry Emission Accounting" The project provides a basis for the green development of the printing industry, improving environmental quality, preventing and controlling environmental risks, and serving environmental protection.
Entrusted by the Printing and Distribution Department and the Policy and Legal Department of the State Administration of Press, Publication, Radio, Film and Television, the association undertook the research projects of "Revision of the" National Printing and Reproduction Demonstration Enterprise Management Measures "and" Post-legislative Evaluation Report of the "Printing Industry Management Regulations. At present, the association is organizing research activities and expert discussions, and goes all out to carry out the research work of the project.
From the end of May to the beginning of June this year, the China Printing Technology Association, as the co-organizer of the Book Fair, successfully held the second "Green Creative Printing Exhibition" in the 27th Book Fair Exhibition Area, and organized more than ten well-known companies in the industry to participate. More than 160 representatives from policy theory research fields, packaging and printing enterprises such as cigarette packs, medicine packs, electronic packaging and daily chemical packaging, and upstream and downstream equipment and equipment suppliers of folding cartons attended the conference, the meeting conducted in-depth discussions on the development trend, policy direction and intelligent automation of the packaging and printing industry under the new situation, and formed a number of conference results.
On July 29, the Association and the Beijing Institute of Graphic Communications jointly held the "2017 Printing and Packaging Industry 'Belt and Road Initiative' International Cooperation Summit Forum". Yu Hongjun, former deputy director of the International Liaison Department of the CPC Central Committee, and Wang Qinglin, deputy director of the International Liaison Department of the China Association for Science and Technology, made special reports. The content of the forum involves policies, industries, trade, science and education, culture, national projects, etc., actively responding to the national "Belt and Road" international cooperation and development strategy, and grasping the new opportunities and challenges brought by the "Belt and Road" to the development of my country's printing and packaging industry.
From October 12 to 14, sponsored by China Printing Technology Association, Information System and Application Branch of China Printing Technology Association, Beijing Wulue Technology Co., Ltd., and co-sponsored by Xi'an Global Printing Co., Ltd., the "2017 Informatization and Intelligent Manufacturing Driven Industry Development Exchange Seminar" was held in Xi'an. On June 9, 2017, the World Printing and Communication Forum (WPCF) was held in Copenhagen, Denmark. Representatives of the participating member states unanimously voted to host the 2018 World Printing Conference by the China Printing Technology Association, and decided to hold it in Shanghai at the same time as the 2018 China International All India Exhibition. In October this year, the China Printing Association, together with the Shanghai Publishing and Printing Junior College School and other units, formed a team to participate in the printing media technology project of the 44th World skills Competition held in Abu Dhabi, United Arab Emirates. At the 2017 World Skills Organization Conference held at the same time, after fierce competition, China (Shanghai) successfully won the right to host the 46th World Skills Competition in 2021. Zhang Shuping, a teacher from Shanghai Publishing and Printing Higher Junior College School and silver medalist in the 43rd World Games Printing Media Project, was the representative of Chinese skilled youth. The "Bi Sheng Printing Technology Award" is divided into two sub-awards: the "Bi Sheng Printing Outstanding Achievement Award" and the "Bi Sheng Printing Outstanding Newcomer Award". According to the provisions of the "Bi Sheng Printing Technology Award Award Award", the 14th Bi Sheng Printing Technology Award this year will only be selected for the "Bi Sheng Printing Outstanding Newcomer Award. In April this year, the Association started the application and selection of the 19th China Patent Award. After careful organization and screening, the patents submitted by Shenzhen Jinjia, Changde Jinpeng, Shanghai Chuanding and Shenzhen Yutong were recommended to participate in the selection of the 19th China Patent Award. Among them, Shanghai Chuanding's "A Printing Runner Liquid Filtration Recycling and Zero Emission System" won the 19th China Patent Excellence Award.
(VII) personnel training. In order to continue to do a good job in the basic service work of talent team construction in the printing industry, meet the needs of high skilled personnel training in the printing industry, and lay a good foundation for the identification of skill levels, under the guidance of the Personnel Department of the General Administration, combined with the three national professional standards of "pre-press processing and production staff, printing operators and post-press producers", organize and carry out the construction of supporting teaching materials and skill appraisal question bank one by one by one. This year, the work of compiling the supporting teaching materials and skill level appraisal question bank of "National Professional Standards for Pre-press Processing and Producers" was started, and a number of powerful school and enterprise units such as Shanghai Yanyin, Shanghai Edition, Shandong Industrial Technician College, Dongguan Vocational and Technical College and Hangzhou Kolei have been determined to participate in the compilation.
According to the work requirements of the General Administration and the spirit of relevant documents, the China Printing Association has set up a qualification review committee for intermediate professional and technical posts in printing engineering, conducted in-depth research in the industry, closely followed the actual situation of the industry, and formulated the evaluation standards and implementation plans for intermediate professional titles in printing engineering, which have been reported to the General Administration for examination and filing. According to the work plan, the evaluation of intermediate professional titles in printing engineering will be officially carried out in 2018, and outstanding professionals in the printing industry will be organized to participate in the evaluation of a series of senior engineers and professor-level senior engineers in printing engineering carried out by the General Administration.
5. Member Services
At the beginning of this year, the Ministry of Environmental Protection issued a list of classified management of pollution discharge permits from fixed pollution sources (draft for soliciting opinions), which included "publication printing", "packaging and decoration printing" and "other printed products printing" into the strictest level of the management list. On the basis of fully soliciting the opinions of member units and printing enterprises, the China Printing Association submitted a written opinion letter to the Ministry of Environmental Protection. The Ministry of Environmental Protection has carefully listened to, fully respected and adopted the opinions and suggestions of the Association, and in accordance with the principle of including "packaging and decoration printing using solvent-based inks or coatings or solvent-based diluents" into "industries that implement key management", publication printing, Other printing, etc. are not included in the management directory, and the content of the management directory related to the printing industry has been effectively adjusted.
Since the beginning of this year, the association has received dozens of visits from member units. Comrade Wang Yanbin, chairman of the association, has personally received visits every time to understand and grasp the actual situation of member units, study and explore future development models, and plan the transformation and upgrading path of enterprises and industries. Every time a survey and visit, the media of the association carried out comprehensive and in-depth reports on the member units at the first time. 6. organization construction
The leadership of the Eighth Council of the China Printing Association focused on team building.
